Does this microphone require Phantom Power?

No, the AT2020USB+ does not require Phantom Power as it plugs in and is powered by the USB port in your computer.

Could I use this with my camera or camcorder as an external microphone?

You wouldn't be able to directly plug into your camera to record audio. However, you could plug this into your computer/laptop and record audio which could then be synced up with a video that is recorded on your camera. This wouldn't be ideal but this method would best if you didn't have a microphone that could be plugged into your camera directly.

Will any headphones work with this microphone for monitoring?

As long as your headphones have a 3.5mm jack input, they should work with this microphone for monitoring.
